How much power does a heated towel rack use?

Roughly the same as a couple of light bulbs — pennies a day on a timer.

Hardwired or plug-in?

Hardwired during a remodel, every time — no cord down the wall. Plug-in only for a retrofit.

Will it actually dry the room?

It helps a lot in a small bath with weak ventilation. It is not a substitute for a properly sized, outside-vented exhaust fan.
