Can I heat an existing floor without new tile?
Not the under-tile systems — the mat goes in the thinset. It is a tile-replacement upgrade, not a retrofit.
Will it heat the whole room?
It takes the chill off and warms the surface. In a small bathroom it can be the primary heat; in a big kitchen it is a comfort layer, not a furnace.
What does it add to a bathroom remodel?
